РЕФЕРЕНДУМ В ІТАЛІЇ. НАСЛІДКИ ДЛЯ ЄВРОПИ ТА УКРАЇНИ

4 грудня, в Італії відбувся конституційний референдум, за результатами якого діючий прем’єр Маттео Ренці подав у відставку. Ініціатива уряду, винесена на всенародне голосування, зазнала нищівної поразки з перевагою майже в 20% голосів «проти». Очевидно, що політична криза, спровокована результатами референдуму матиме наслідки для ЄС і, як не дивно, для України.

Спробуємо проаналізувати цю ситуацію. Що ж пропонував уряд Ренці своєю реформою? Виносячи на конституційний референдум прийнятий раніше закон , італійський уряд, в першу чергу, намагався створити законодавчі передумови для проведення структурних реформ, зменшити бюрократичну машину управлінського апарату та скоротити фінансові видатки на його утримання.

Для цього пропонувалося створння де-факто одного центру прийняття законодавчих рішень – Палати Депутатів, яка б ухвалювала закони і висловлювала довіру/недовіру уряду. Сенат, в свою чергу, мав би відігравати роль виключно регіональної репрезентації, без дублювання функцій Палати Депутатів. Планувалося зменшити кількість сенаторів (з 315 до 100). Сенатори не повинні були отримувати зарплатні в Сенаті, оскільки будучи мерами чи радниками регіональних рад, вони вже мали б відповідну оплату праці. Таким чином, при значній економії коштів, мало б покращитися управління країною, оскільки закони б приймалися швидко, без багаторічної міграції між Палатою Депутатів та Сенатом. Відповідно, покращувалася дієздатність та оперативність уряду. Пропонувалося ліквідувати провінції, котрі є величезними бюрократичними машинами, які багато в чому повторюють функції мерій чи регіональних органів влади. Планувалася ліквідація існуючого конституційного органу – Національної ради з економіки та праці, оскільки на його діяльність витрачаються великі кошти, а ефективність , за оцінками експертів, є низькою . Пропоновані зміни в 5 розділі ІІ частини Конституції мали б сприяти ліквідації розбіжностей, а часто і протистоянь між центральними та місцевими органами влади.

Противниками реформ виступили політичні партії опозиції: «Ліга Північ», «Рух 5 зірок», «Брати Італії», а також крайні праві та крайні ліві, тобто всі партії, яких традиційно об’єднує любов до Путіна. Не сильно вникаючи в тему опитування, вони закликали прийти і проголосувти «НІ», щоб відправити у відставку Ренці. Тобто, волевиявлення мало стати механізмом зміни уряду, що власне і сталося. На чому ж будували свою кампанію противники реформи? Їхніми аргументами були: цю реформу пропонує уряд із “сумнівною легітимністю”, оскільки, виборчий закон, за яким він прийшов до влади, визнаний неконституційним; реформа недостатньо зменшує фінансування управлінського апарату; реформа посилює централізацію управлінських процесів, зменшуючи автономію регіонів; реформа зменшує систему противаг і може привести до монополізації влади однією партією, яка не має підтримки більшості населення…
Чого більше в аргументах опозиції: реальних фактів чи звичайної політичної демагогії та популізму на даний момент не має значення. Італійці свій вибір зробили. При дуже високій явці (68,48%), перемогли противники урядової реформи (59,11% – “ПРОТИ”, 40,89% – “ЗА”). Варто лише зазначити, що запропоновані урядом зміни є предметом політичних дискусій в Італії останні десять років і пропонувалися, у свій час, різними політичними гравцями, в тому числі, деякими теперішніми противниками.
Результати голосування засвідчують про зміну преференцій італійського електорату: все більшої підтримки набирають популісти та різношерстні євроскептики. Розчарування простих людей неефетивною європейською політикою, погіршенням рівня життя та міграційною кризою, вилилося у високий результат голосів «ПРОТИ». Це розуміють і в проурядовому таборі. Як зазначив у своєму виступі про відставку сам Маттео Ренці, значно легше боротися проти когось, ніж за щось. До речі, прем’єр дуже емоційно сприйняв результати волевиявлення і визнав їх і своєю особистою поразкою, що унеможливлює його перебування на посаді очільника уряду. Не очікуючи офіційих результатів, він оголосив про відставку, що є ознакою справжньої демократії.
Можна зробити декілька висновків.
1. Вчорашнє голосування було протестним. Часто, навіть не вникаючи в тему реформи, виборці голосували проти Ренці, “ставленника Брюселю і винуватця погіршення економічного становища”. Очевидно, таким чином виборці висловили своє незадоволення ситуацією в країні. Певну роль тут зіграла і, можливо, помилкова персоналізація голосування самим Ренці, який неодноразово заявляв, що піде у відставку у випадку негативного результату референдуму. Незадоволення громадян вправно використала опозиція, заробивши політичні девіденти на результатах референдуму.
2. В Італії зростають антиєвропейські настрої, а оскільки мова йде про одну з ключових країн ЄС, така ситуація сприяє послабленню впливу Брюселю, як в середині Союзу, так і на зовнішньому векторі. Каталізатором цих змін став в певній мірі “Brexit” , перемога Трампа на президентських виборах у США та відцентрові рухи в інших країнах ЄС. В цьому контексті, не дивно, що однією з перших привітала італійців з результатами референдуму Марі Лє Пен.
3. Популізм та бажання швидких та простих рішень для складних проблем стає все більш поширеним між простими італійцями. Відмова від євро, вихід з ЄС, збільшення співпраці з Росією – все частіше пропонується як рецепт швидкого покращення добробуту. Натомість, необхідність глибоких структурних реформ з віддаленими наслідками – не сприймається. Адже, значно легше створити уявного зовнішнього ворога, ніж змінюватися самому. І не важливо, чи таким ворогом є мігранти, які «забирають робочі місця» , чи Брюсель , який «забирає доходи і диктує умови», чи Вашингтон, який «сварить з Росією».
4. В Італії зростає політична вага різношерстних «друзів Путіна». Звичайно, результати референдуму не означають, що такі партії однозначно прийдуть до влади на майбутніх парламентських виборах. Але за умови створення коаліції, шанси прихильних до Путіна політиків прийти до влади значно зростають. Зрозуміло, що Кремль уважно слідкує за ситуацією і буде всіляко сприяти такому, принаймні ситуативному, об’єднанню.
Очевидно, що результати референдуму та відставка Ренці є тривожним сигналом і для України, в першу чергу – у її протистоянні з Росією. Адже, уряд Ренці , незважаючи на історично проросійські настрої італійців, завжди послідовно заявляв про підтримку України, збереження європейських санкцій проти Росії. Звичайно, поки новий «технічний» уряд формуватиме правляча Демократична Партія, ми можемо сподіватися на продовження цієї політики, принаймні, до чергових виборів 2018 року. Але у разі дочасних виборів є ризик, що ситуація може змінитися не на нашу користь. Тому важливо, щоб Україна збільшувала свою присутність в Італії, в першу чегу – інформаційно, розширювала двосторонні економічні та культурні зв’язки. Але найдієвішим фактором є ефективність реформ в самій Україні: боротьба з корупцією, створення зрозумілих та прозорих правил гри. Адже тоді Україна не буде для Європи бідною країною – прохачем допомоги і донором нелегальної міграції, тобто, певною загрозою, а стане привабливою цивілізованою країною-партнером, дружби з якою будуть прагнути всі європейці, в тому числі – Італія.
